The building-cleaning sector signed a new collective labour agreement (CCT) that entered into force on 1 May 2025 and runs until 30 April 2028. It was negotiated between the cleaning-companies federation and the OGBL and LCGB unions, and covers roughly 14,000 workers — one of Luxembourg's largest workforces.

It applies to everyone

The agreement was declared of general obligation: it binds every company performing cleaning work on Luxembourg territory, Luxembourgish or foreign, occasional or permanent. A cross-border company sending teams into Luxembourg must apply the same sector wages and conditions.

What it sets

  • Sector minimum wages above the legal minimum, indexed (Index 968.04 at 1 May 2025, raised again by the June 2026 indexation)
  • Working-time rules, allowances and supplements
  • An Avenant 2 signed on 21 January 2026 updating the agreement

Why it matters when you hire

  • Fair pricing floor: companies respecting the CCT cannot match black-market prices — a very low quote is a red flag.
  • Worker protection: hiring a CCT-covered company means the person cleaning your office or home has regulated pay and conditions.
  • Continuity clause: the sector agreement protects staff when a cleaning contract changes provider — relevant for offices and residences switching companies.
